Core Strategy Housing Sites

The Core Strategy proposal is for the provision of 4,070 new houses on key housing sites, the proposed key housing sites are those marked as "preferred" in the tables below. Each of the sites in the table is either a preferred housing site or a housing site already rejected by the council.

The council planners report to Cabinet (by Peter Brown and Paul Dillon) says the "preferred options" set out "the Council's current preferences for the proposals and policies to be included in due course in the Core Strategy" [1.5.6]. The report goes on to say "they do not form the final draft Strategy but are a basis for consultation and discussion" [1.7.1].

Lip Service

It is not clear if public consultation can change the core strategy "preferred options". On one hand the council is telling residents their views will be "considered" but there is no provision for another consultation of the CSPO should it be amended following the present consultation. This position is to a large extent confirmed by the report to cabinet which states "In addition it (the CSPO) sets out other options that have been rejected. However, it (the CSPO) also makes clear that there may be other options for the content of the CS that the Council has not yet considered, although these will need to be based on good evidence." [1.5.6].

This table contains the same data as table 1, except that it is sorted by the SA Score per 100 homes. Based on the assumption that two sites with the same sustainability score and different number of home yields should be treated differently. For example, in the case of a site yielding 1000 homes with the same SA Score as a site yielding only 100 homes. The site with 1000 homes should be preferred because it has the same issues to be mitigated as the smaller site but yields ten times more housing.
