The original draft assessment for the Holystone/Scaffold Hill (site 107) by the site owners/developers was for 1050
new homes. This land is owned by Northumberland Estates. The final assessment reflected a reduction to 450 new homes with
the remainder proposed by the landowner as an extension of the Rising Sun Country Park, other open space provision and key
infrastructure.
In the image (left), the complete site boundary is bordered red, with potential open areas
and Rising Sun extension shown as green. The white area within the plan red border is where the housing is
proposed to be developed. Access points to the development are shown as purple arrows, this
involves the provision of a new access on to the Holystone Bypass (Holystone Way).
The issues for consideration and resolution in the core strategy relating to transport & highways for
the Scaffold Hill development says:
"A Transport Assessment will be required. A191 suffers congestion - should investigate the need
to dual Holystone by-pass. Holystone/A19 improved but limited capacity remains. Junction upgrades at
A191/B1317 and A191/Coach Lane may be necessary. Public Rights of Way in area, W9 should be improved to
bridleway as well as surrounding network linking with adjacent housing developments via paths / dust cycleway."
This is one of the first developments to start with the first new homes completed within year 1 to 5, the
remainder will be completed in year 5 to year 10. The existing Bridle path will run through the middle
of the proposed new estate. This land was originally intended by the council to remain as open land.
To resolve the traffic congestion which will worsen with the additional homes at this site, Station Road and Shiremoor, highway junction improvements will be needed to both roundabout's at each end of Holystone Way. An additional access is required close to the bridle way leading to the Rising Sun Country Park. The council will also consider the option to make the bypass (Holystone Way) a dual carriage way, given the core strategy comments for transport & highways that the bypass is already congested, it will be inevitable this will happen.
